The possible scale of mass federal layoffs remains unclear. However, Trump administration officials have previously hinted that a shutdown would permit them to proceed with considerably larger scale firings than they have thus far pursued.

More than 100,000 federal workers formally resigned on Tuesday as part of a buyout program the administration implemented earlier this year. Some of the administration's mass layoffs, however, have faced legal challenges.
