Man arrested after police find guillotine in his pickup truck near US Capitol

U.S. Capitol Police on Tuesday arrested a man they say was hauling around a guillotine in the bed of his pickup truck. 

Philan-Tam-Duy Le of Julian, California, was arrested on suspicion of “carrying a dangerous weapon” and being in possession of the guillotine, Capitol Police said. 

Officers noticed a pickup truck illegally parked just after 3 p.m., when they spotted the execution device in the bed of the vehicle. Investigators are going through Le's background to learn more about why he drove from California to Washington, D.C. 

An Instagram account appearing to belong to Le featured a video of a man with the guillotine outside FBI headquarters in Washington, D.C., NBC News reported. 

“Outside the FBI building, just eating some cheese pizza,” a man says in the video. The video had a caption that read, "Guillotine adventures" and said "Capital hill next."
