Bobby Charles: Rescission is the first step to reforming government spending

Bobby Charles, former Assistant Secretary of State and AMAC spokesman, urges Congress to use its power of rescission to claw back unspent or misdirected federal funds at the end of the year. Charles says lawmakers should also begin redlining federal agencies like the Department of Education.
