The House voted to end debate on the legislation and advance it to a final vote in a 216-215 split that was primarily along party lines. Three Republicans voted with all the Democrats to oppose the rule that ends the debate.
The three Republicans who voted to oppose the rule are Reps. Thomas Massie of Kentucky, Victoria Spartz of Indiana, and Mike Turner of Ohio.
The final vote is currently expected to take place later Wednesday evening, according to The Hill.
