A Kentucky man was arrested for a Halloween display that allegedly depicted the bodies of local officials, according to authorities.

Stephan Marcum, 58, of Stanton, was arrested Saturday on suspicion of intimidating a witness in a legal process and making terroristic threats, NBC News reported.

The display had "one body that was being hung from an elevated position," according to a Kentucky State Police trooper's report. "All 5 of the bodies were labeled."

The hanging faux corpse was labeled "District Judge," and the others were marked "Mayor," "SIS," "C.A." and "Zoning Mgr," police said.

Powell County Judge/Executive Eddie Barnes told the news outlet that Marcum and the city have been in an ongoing dispute about his failure to meet zoning requirements to maintain water, sewage, and electrical services at his home.

Barnes said he has known Marcum for more than 35 years and believes he is not a threat. However, for sanitation reasons, Marcum might be better off in jail instead of his home, Barnes added.

"There are these rules and regulations for a reason," he said.

Residents near Marcum have complained that he "would use the bathroom in a bucket and just dump it out, so that's not good for his neighbors, not good for personal hygiene," Barnes added.

Marcum's arraignment was set for Tuesday, but a judge had to recuse himself before the case could be heard because he's also handling Marcum's zoning case and is most likely the hanged “District Judge” depicted in the Halloween display, Barnes said.
