Watch Live: President Trump delivers remarks at White House

President Donald Trump on Monday delivers remarks at the White House as the Senate returns to vote on ending the government shutdown. 

The Senate is also expected to vote on a War Powers Act resolution later this week, after Trump directed the Department of War last week to act against foreign drug cartels as though in an "armed conflict" with such organizations.
