EPA revising rules regarding coal byproducts to reduce waste, encourage beneficial use

The EPA announced a proposed rule Friday that revises federal regulations regarding the disposal of coal combustion residuals, which are byproducts produced when coal is burned. 

The rule is aimed at encouraging beneficial use, which may reduce the need for disposing of the materials. Coal combustion residuals can contain valuable minerals, such as those in fly ash, so the proposed rule could reduce the use of new natural resources.

 "These commonsense changes to the CCR regulations reflect EPA’s commitment to restoring American energy dominance, strengthening cooperative federalism, and accommodating unique circumstances at certain CCR facilities," EPA Administrator Lee Zeldin said. "Our proposed changes will increase transparency and promote resource recovery while continuing to protect human health and the environment for all Americans now and into the future." 

The announcement initiates a 60-day comment period, and the EPA will hold an online hearing on the proposal.
