Three Americans arrested on charges they were helping fund ISIS

Three American men were arrested Friday in Kansas and California on charges that they conspired to provide material support to the Islamic State of Iraq and Syria.

Bisaam Ghafoor, 21, of Leawood, Kansas; 21-year-old Elias Shamsaldeen of Porterville, California; and 25-year-old Bereen Dzayee, of Lakeside, California, were arrested and charged for allegedly conspiring to support ISIS after collectively providing over $2,000 to an individual they understood to be a member of ISIS, according to the Justice Department.

The men all allegedly exchanged text messages with the individual, where Dzayee allegedly suggested that some of the targets used by a drone include U.S. Special Forces.

“This administration has put terrorists, cartels, and gangs on notice,” Acting Attorney General Todd Blanche said in a statement. “Today’s arrest of three individuals who allegedly conspired to provide material support to ISIS makes clear our commitment to taking down terrorist networks — anywhere."

The men allegedly communicated from May 2025 through June 2026 about several plans to support ISIS, including through the provision of personnel, services and money, the department said. They also pledged allegiance to ISIS. 

The criminal complaint containing the allegations was filed in the District of Kansas, though the FBI Joint Terrorism Task Force in the Kansas City Field Office, the San Diego Field Office and the Sacramento Field Office investigated the cases.

The men were arrested in Kansas City, San Diego and Sacramento, California.
