NATO Sec. Gen. says Putin is using winter as a weapon

On Tuesday, the NATO Secretary General, Jens Stoltenberg, said that Russian President Putin is using "winter as a weapon of war" by attacking Ukraine's water, electricity, heating, and energy infrastructure.
