President Donald Trump‘s massive legislative agenda cleared another key hurdle late Wednesday when the House Rules Committee approved sending it for a final floor vote in an 8-4 split, after changes were made to appease both fiscal hawks and blue state Republicans.

The vote came after a marathon day of work inside the committee and major negotiations that moved up new Medicaid work requirements from January 2029 to December 2026 in an effort to win the support of conservative members inside the House Freedom Caucus.

The changes to the budget reconciliation legislation — dubbed by Trump to be the “one big, beautiful bill” — also made concessions to blue state Republicans, raising the deduction for state and local taxes from the current $10,000-$40,400, more than $10,000 higher than originally proposed.

The passage was a major victory for Trump and House Speaker Mike Johnson, and set the bill up for a final vote as early as Thursday. The bill would then move to the Senate with a goal of final passage by July 4.
